As a long term tourney player in many venues all over the country, I agree with
the explanation provided in good detail by da pickle and Joe Long.

I will also acknowledge though that especially these days with the influx of
online players with minimal "live" experience, the over-sized chip rule is a big
hassle and time waster in tournaments.  As others have said, simply get in the
good habit of always announcing what you are doing each time BEFORE any of your
chip(s) cross the line or hit the felt ,and you have protected your right to
take any intended action that your heart desires.
