Try booting into Safe Mode and see if you can delete it then.
Get Safe Mode by pressing f8 during the startup.
But, just deleting an infected file isn't usually enough - and in some
cases it makes things worse as the registry may want the file and the
Windows load sequence may be unable to complete without it.
So, I'd get a decent AntiVirus (and as a professional in that area, I
don't include Norton in that...) and run a full scan from DOS, if your
machine will boot into DOS, or from Safe Mode. Even if you can't clean
it that way, you should find out which virus it is, and then you can
search the AV vendor websites for specific removal tools for that virus.
Try
www.sophos.com and
www.f-secure.com for starters.
