Try booting into Safe Mode and see if you can delete it then.
Get Safe Mode by pressing f8 during the startup.

But, just deleting an infected file isn't usually enough - and in some
cases it makes things worse as the registry may want the file and the
Windows load sequence may be unable to complete without it.
So, I'd get a decent AntiVirus (and as a professional in that area, I
don't include Norton in that...) and run a full scan from DOS, if your
machine will boot into DOS, or from Safe Mode. Even if you can't clean
it that way, you should find out which virus it is, and then you can
search the AV vendor websites for specific removal tools for that virus.
Try www.sophos.com and www.f-secure.com for starters.

You may have this one:

Trojan Name: Duddies Trojan
Version: 2.0

Class:
Remote access
Server name
DuddieS.exe
Server install path
%windir%\winlog.exe
Protocol: Port:
tcp: 2002

Installation in registry or system files:
HKLM, Run

You want to:
start Task Manager (Control+Alt+Del, select Task Manager)
and terminate the winlog process (Select Process tab, highlight winlog,
click terminate);
Remove the registry entry (Start, Run, Regedit,
find key
HKEY_LOCAL_MACHINE Software Microsoft Windows CurrentVersion Run
and delete the entry for winlog.exe;
Remove it from startup if it's in your Start Programs Startup;
Re-boot;
Delete the file.

Or it may be anohther one that plants files with the same name!

WINLOG is indicative that you have been infected
by the QHOSTS trojan. Another indication is the
C:\Bdtmp\Tmp folder. Neither should exist in a clean system.

You will also have a rogue HOSTS file
hijacking your attempts to get to a number
of high traffic Internet sites, such as www.google.com

This spurious file may be C:\WINDOWS\HOSTS
or in C:\WINDOWS\HELP\HOSTS or both.

It will also have modified your computer's DNS settings,
and your Registry.
